"3" is odd and strange face value for coin, not many country use this denomination. In the US coin history, however, there were two different kind of 3 cents coins in 19th century. One made by silver and the other by nickel. Silver Three Cents(called the Trime) were issued 15 years earlier than Nickel Three Cents and the coin contain 75% of silver.
Silver Three Cent is the smallest of US coin, only 14 mm in size, much smaller than Roosevelt dime(17.9mm).
